RESOLUTION GRANTING AUTHORITY TO THE LOCAL CHIEF EXECUTIVE, HON. LEONCIO B. EVASCO, JR. TO ENTER INTO A MEMORANDUM OF AGREEMENT WITH THE SAN VICENTE BARANGAY COUNCIL FOR THE USE OF PATROL BOAT.

WHEREAS, in line with the national, provincial and municipal governments’ thrust on the conservation and protection of coastal resources, the Local Government of Maribojoc, Bohol has identified and declared two (2) Marine Protected Areas (MPAs) in the municipality, namely the Mara’ag Marine Sanctuary, with an area of 12.26 has and the Punta Cruz Marine Protected Area with an area of 10 has, by virtue of Municipal Ordinance No. 39, Series of 2001 and Municipal Ordinance No. 29, Series of 2004, respectively;
WHEREAS, the establishment of a Marine Protected Area is basically aimed to preserve, protect and conserve the coastal and fishery resources of the municipality and ensure their sustainable use for the benefit of the greater majority of the people of Maribojoc, Bohol;
WHEREAS, there is a vast mangrove area that traverses the coast lines of Barangays Anislag, San Vicente and Lincod, that at present is being continually poached and violated for commercial purposes by illegal loggers from La Paz, Cortes and Manga, Tagbilaran City;
WHEREAS, this area, though not as an MPA, needs to be protected, too particularly its coastal and fishery resources to ensure their sustainability for the benefit of the fisherfolks of said barangays in particular and the Maribojoc populace in general;
WHEREAS, the Municipality of Maribojoc, Bohol has acquired a patrol boat for its Bantay-Dagat operations;
WHEREAS, the municipality recognizes the fact that it cannot, on its own, guard and keep track of its territorial jurisdiction 24/7, hence the need to link resources with other units or agencies;
WHEREAS, to be able to effectively tap available human resources with the end in view of maximizing the desired results, necessary infra and equipment support must also be extended to our enforcer-partners;
WHEREAS, the patrol boat, being a property of the municipality, must first be covered with the necessary deed, before it shall be turned-over to the San Vicente Barangay Council for custody while it is being used to patrol the municipal seawaters and mangrove plantation of Barangays Anislag, San Vicente, and Lincod;
WHEREAS, the Hon. Leoncio B. Evasco, Jr. being the Local Chief Executive, is hereby granted authority to enter into a Memorandum of Agreement (MOA) with the San Vicente Barangay Council, laying down in, such instrument, specified terms and conditions upon which the use and management of such patrol boat will be anchored.
WHEREFORE, BE IT RESOLVED, as it is hereby resolved, by the SB of Maribojoc, Bohol in session duly assembled, to grant the Hon. Leoncio B. Evasco, Jr. authority to enter into a Memorandum of Agreement with the San Vicente Barangay Council for the use of the patrol boat.
RESOLVED FURTHER, that copies of this resolution be furnished the Hon. Leoncio B. Evasco, Jr., Municipal Mayor, Maribojoc, Bohol, Engr. Ma. Nenita R. Chiu, MPDC, the San Vicente Barangay Council, Anislag Barangay Council, Lincod Barangay Council and such other agencies involved for their information and prompt action.
