RESOLUTION URGING THE 1st ENGINEERING DISTRICT AND DENR LEADERSHIP OF THE PROVINCE OF BOHOL TO GET THEIR ACT TOGETHER IN CRACKING THE WHIP AGAINST ERRING BUSINESS AND RESIDENTIAL ESTABLISHMENTS OF TAGBILARAN CITY WHOSE ILLEGALLY TAPPED SEWERAGE OUTLETS TO THE CITY’S DRAINGE SYSTEM WOULD PLACE THE BIO-DIVERSITY OF MARINE LIFE OF IN THE ENTIRE MARIBOJOC BAY IN GREAT PERIL.

WHEREAS, the problem be deviling the drainage system of Tagbilaran City transcends beyond the political, economic and social spheres and dimensions of governance in Tagbilaran City;

WHEREAS, the local government of Maribojoc, Bohol strongly supports, as it stands four-square behind the show of unusual brand of political will of the Hon. Dan Neri Lim, City Mayor, Tagbilaran City, in standing up for what is right rather than what is popular, vis-à-vis the drainage problem hounding the city brought about by indifferent and insensitive individuals and big businesses whose understanding of what corporate social responsibility is, needs so much to be desired;

WHEREAS, the illegal tapping of many residential and big business establishments’ sewers into the city’s drainage system, which is designed mainly to accommodate run-off water, from the upper portion of the city does not only flaunt one’s disdain for good social order but also smacks of unmitigated corporate arrogance;

WHEREAS, if the illegal, if not immoral act resorted to by some residential and business establishments in tapping their sewers into the city’s main drainage system is allowed to go unabated and unhampered, then the time won’t be long when the pristine, crystal clear waters of Tagbilaran, Dauis, Panglao and Maribojoc would just become a favorite topic of discussion referred to in the past tense;

WHEREAS, the local government of Maribojoc, Bohol, under the baton of Hon. Leoncio B. Evasco, Jr., Municipal Mayor, sees beyond just the mere pollution of the sea waters of Tagbilaran City and its neighboring towns but the ultimate desecration of the entire Maribojoc Bay where 80% of Maribojoc’s marginal farmers and fishermen depend their livelihood on what little the sea/bay offers them;

WHEREAS, the treatment of this boiling issue like a ping-pong ball by the different stakeholders of the Tagbilaran community is further adding pressure to the already critical condition of the Maribojoc Bay brought about by other factors independent of the present one now raging between the City Government of Tagbilaran and the concerned individual and business establishments of Tagbilaran City;

WHEREAS, to put closure to the issue, once and for all, it is incumbent upon the DPWH to declare the tapping into the main drainage system as illegal, it being the implementing agency of a nationally-funded project and for the DENR to likewise declare that the dumping of industrial, commercial and human wastes by big businesses and residential establishments directly into the seawaters through the city’s main drainage system is also illegal and despicable as it would place the bio-diversity of marine life not only in Tagbilaran but also the whole of Maribojoc Bay in great and irreversible peril.

WHEREFORE, BE IT RESOLVED as it is hereby resolved by the Sanguniang Bayan of Maribojoc, Bohol in session duly assembled, to urge the top honchos of the 1st Engineering District of the DPWH – Bohol and the DENR – Bohol to get their act together in cracking the whip against erring business and residential establishments whose illegally tapped sewerage outlets into the city’s drainage system would certainly place the bio-diversity of the marine life of the entire Maribojoc Bay in great and irreversible peril.

RESOLVED FURTHER that copies of this resolution be furnished Engr. Celestino Adlaon of DPWH – 1st Eng’g. District, Mr. Nestor Canda and Mr. Salem Quiwag of the DENR and the Hon. Dan Neri Lim, City Mayor, Tagbilaran City, for their information and prompt and appropriate action.
