RESOLUTION FOR THE “EXPLICIT INCLUSION OF TELECOMMUNICATION OFFICE (TELOF) TO THE NEW DRAFT “DEPARTMENT OF INFORMATION AND COMMUNICATIONS TECHNOLOGY (DICT)”BILL (JANUARY 14, 2002 VERSION).

WHEREAS, there is a House Bill calendared in Congress which creates a new “Department of Information and Communications Technology (DICT) and said proposed bill is due final reading;

WHEREAS, this new Department of Information and Communications Technology (DICT) is a separate entity from the Department of Transportation and Communications;

WHEREAS, the Department of Transportation will stand as one and distinct department from the Department of Information and Communications Technology (DICT);

WHEREAS, Telecommunications Office employees proposed some amendments on the Draft Bill (January 14, 2002 version) for the following, to wit:

1.It is suggested that the Bureau of Communications refer to the existing Telecommunications Office (TELOF). It should maintain its character as Line Bureau because of its nationwide business operations.
2.Telecommunication Office TELOF shall be absorbed as the operating and implementing arm of the Department of Information and Communication Technology (DICT). It shall be classified as a Line and shall maintain its Regional Offices nationwide.
3.The Department and its attached agencies shall determine its organizational structures, re-engineer the agencies/offices absorbed therein and create new divisions, or units deemed necessary and shall appoint officers and employees of the department in accordance with the Civil Service Law, Rules and Regulations.

WHEREAS, TELOF services are still relevant to more than one half (1/2) of the entire population of the entire country because these people can not afford to subscribe telephone service and still relies on the services of the Telecommunication Office specifically Telegraphic Stations and Public calling offices maintained and operated by “Telof;

WHEREAS, the Telecommunications Office (TELOF) is the second revenue earning agency of DOTC and has registered an average of 30% annual revenue growth in the past 5 years of operations;

WHEREAS, the TELOF for C.Y. 2001 has earned the following revenues, to wit:

a.) Telegraph Service – P 20.60 millions
b.) Social Telegram – P 1.60 millions
c.) Public Calling Office – P 14.04 millions
d.) NTP – P150.50 millions

WHEREAS, with TELOF performance for the past years of operations, it is hoped that TELOF will be absorbed by the new Department of Information and Communications Technology (DICT) as a Line Bureau of the DICT;

WHEREFORE, be it resolved by the Sangguniang Bayan in their session duly assembled;

“To request the authors and co-authors of the House Bill for the creation of a new Department of Information and Communications Technology (DICT) to include the Telecommunications Office as a Line Bureau of said department and to consider some amendments of the bill now started for final reading for the benefit and welfare of the employees of TELOF;”

BE IT RESOLVED that copies of this resolution be furnished, the House of Representative and Philippine Senate, Diliman, Quezon City for their perusal and kind consideration of this request.;
