RESOLUTION RETITLING THE POSITION TITLE OF THE MUNICIPAL GOVERNMENT DEPARTMENT HEAD-1 INTO BOARD SECRETARY V (SECRETARY TO THE SANGGUNIANG BAYAN) IN CONFORMITY WITH THE REVISED INDEX OF OCCUPATIONAL SERVICES OF THE LOCAL GOVERNMENT UNIT THRU A MEMORANDUM ISSUED BY THE DEPARTMENT OF BUDGET AND MANAGEMENT (DBM) AND CIVIL SERVICE COMMISSION (CSC).

WHEREAS, in the early 1980’s the position of the Municipal Government Department Head-1 (MGDH-1-Secretary to the Sanggunian) was known as Municipal Secretary who acts as the Secretary to the Municipal Mayor and at the same time, the Secretary to the Municipal Council;

WHEREAS, as time goes on, the position of Municipal Secretary was converted into Municipal Government Department Head-1, then later on the position was changed into Secretary to the Sanggunian pursuant to the provision R.A. 7160, otherwise known as Local Government Code of 1991;

WHEREAS, at the present dispensation, the Secretary to the Sanggunian will no longer serve as Secretary to the Mayor on the ground that the Sangguniang Bayan Office is distinct from the Office of the Mayor;

WHEREAS, the Civil Service Commission issued Office Memorandum No. 22 dated February 23, 2007 wherein the Civil service Commission (CSC)-Regional and Provincial Offices are reminded that as a requirement, the position title indicated in the appointment should confirm with the approved Position Allocation List (PAL) and that non compliance with this requirement shall be a ground for disapproval of these appointments;

WHEREAS, the appropriate position title for the position of Secretary to the Sanggunian is Board Secretary V. (Secretary to the Sanggunian Bayan) hence, there is a necessity to retitle the position title of Municipal Government Development Head-1 (MGDH-1);

WHEREAS, pursuant to the provisions of the Memorandum Circular, dated February 23, 2007, issued by the Director David E. Cabanag, Jr. of the Civil Service Commission,

WHEREFORE, BE IT RESOLVED as it is hereby resolved by the Sanguniang Bayan of Maribojoc, Bohol in session duly assembled,

“To Authorize the Hon. Mayor Leoncio B. Evasco, Jr. to take Control and Decide on the Rational Utilization of the Women’s Center for the New Offices of the Municipality.”

BE IT RESOLVED FURTHER, that copies of this resolution be furnished to the Municipal Mayor, Leoncio B. Evasco, Jr. and the Board of Trustees of the Maribojoc Federation of Women Leaders for their information and guidance.
