AN ORDINANCE REQUIRING ALL THE OWNERS AND OR PROPRIETORS OF PRIVATE BUSINESS ESTABLISHMENTS IN THE MUNICIPALITY OF MARIBOJOC TO SUBMIT A COPY OF PHILHEALTH CERTIFICATE OR REMITTANCE AS A PRE-APPLICATION REQUIREMENT FOR THE ISSUANCE AND/OR RENEWAL OF BUSINESS PERMIT.

WHEREAS, Republic Act 7875 otherwise known as the “National Health Insurance Act of 1995 mandates the creation of National Health Insurance Program which shall provide health insurance coverage as well as ensure affordable and accessible health care services to all citizens of the country;

WHEREAS, Section 4 of the revised Implementary Rules and Regulations of the aforesaid people-friendly R.A. 7875 also stipulates for the mandatory inclusions of those employed in the government and private sectors;

WHEREAS, Administrative Order No.277 dated 25 June 1996 issued by the office of the President, directs all National Government Agencies and Local Government Unit (LGU’s) to implement the National Health Insurance Program (NHIP);

WHEREAS, the general welfare clause of the 1991 Government Code of the Philippines empowers the Municipal Government of Maribojoc to enact appropriate legal measure designed to democratizea access to all government sponsored health care services;

NOW THEREFORE, the Sangguniang Bayan of Maribojoc, in a regular session assembled, hereby ordains the following:

SECTION 1: Policy.- It is hereby the policy of the Municipality of Maribojoc to require all persons, whether natural or juridical, who engage in business in this Municipality to submit a copy of Phil Health Certificate of remittance as a pro-application requirements for the issuance and or renewal of business permit.

SECTION 2: Enforcement.- The Municipal Business Permit Section-Administrative Division of the office of the Mayor, in coordination with Phil Health Region VII office, is hereby mandated to implement this Ordinance focused on the following to wit:

2.1 Adopt as one of its pre-application requirement in the issuance and / or renewal of business permit the submission of a copy of Phil Health Certificate of Remittance.

SECTION 3: Saving Clause.- Should any part or parts of this ordinance be declared invalid or unconstitutional, the other parts not so declared shall remain in force and effect..

SECTION 4: Repealing Clause.-. Any other ordinance or parts thereof inconsistent herewith are hereby repealed or modified accordingly.

SECTION 5: Effectivity.- This ordinance shall take effect on ______________ upon compliance with publication requirements.;
