AN ORDINANCE AMENDING SECTIONS 03 AND 04 OF MUNICIPAL ORDINANCE NO. 36, SERIES OF 1993; RE: BARANGAYS SHARE OF THE SLAUGHTER PERMIT FEE.

WHEREAS, it is one of the primary duties of the Sangguniang Bayan as a policy making body o a political subdivision, to determine, in accordance with existing laws and policies, how much share should be allotted to barangay units, with respect to revenues generated by the later for the enhancement of the latter’s income generating capacity;

WHEREAS, Section 3 & 4 of Ordinance No. 36, series of 1993, show some provisions which are no longer viable and therefore inconsistent with the thrust of good governance;

WHEREAS, the present sharing system of 75%=25% with the latter percentage going to the barangay coffers, is no longer enticing enough as incentive as would encourage barangay authorities to religiously collect the said slaughter permit fees considering the meager amount that would go to their coffers;

WHEREFORE, be it ordained by the Sangguniang Bayan, that:

SECTION 1: Section 3 of Municipal Ordinance No. 36, series of 1993 which states that “In return to extended service rendered by the barangay in collecting the slaughter permit fee, they shall be given with 25% share out of the collected amount”;

SECTION 2: Section 4 of Municipal Ordinance No. 36, series of 1993 states the “collection from the barangays shall be remitted to the Municipal Treasurer every week and shall receive their share at the same time”.

SECTION 3: The first Section mentioned above is hereby amended in the following provision:

To entice barangay authorities to faithfully and religiously collect slaughter permit fees in their respective localities, an incentive of 50% of the total amount collected shall accure to the collecting barangay concerned”.

SECTION 4: Section 4 of Ordinance No. 36, series of 1993 is likewise amended in the following provision. “Collections from the barangays shall be remitted to the Municipal Treasurer not later than every 30th day of the month and their share shall be given to them on the day of the remittance;

SECTION 5: Existing Municipal and Barangay Ordinances which are inconsistent with this ordinance shall be repealed.

SECTION 5: This ordinance shall take effect upon approval.
