CREATING THE LOCAL TREASURY OPERATION OFFICER-1V, GRADE 22, IN THE LOCAL GOVERNMENT UNIT OF MARIBOJOC, BOHOL.

WHEREAS, the position of Assistant Municipal Treasurer in the Municipal Treasurer’s Office is not mandatory positionfor said office per provision of the Local Government Code of 1991;

WHEREAS, the position as Assistant Municipal Treasurer in the LGU-Maribojoc has been left vacant, when Mrs. Anastacia Arocha, then the Assistant Municipal Treasurer was promoted to the position as Municipal Treasurer of the LGU-Maribojoc;

WHEREAS, the appointment of the position of Assistant Municipal Treasurer is done by the Secretary Finance although said position is paid wholly by the Municipal funds;

WHEREAS, since the salary for said position is paid wholly by Local funds, it si proper that the appointing authority shall be the Local Chief Executive;

WHERE, in order to justify this time of reasoning, the Local Treasury Operation Officer 1V shall be created in lieu of the position of Assistant Municipal Treasurer in order to assist the Municipal Treasurer in the daily operation of said office for effective and efficient service.

NOW THEREFORE, be it ordained by the Sangguniang Bayan of Maribojoc, Bohol, that:

SECTION 1: The position of the Local Treasury Operation Officer 1V is hereby created
in order to assist the Municipal Treasurer in the operation of said office.

SECTION 2: Qualification of LTOO-1V.-
a.) Education – He must be a bachelor degree holder
b.) Eligibility – Career Service Professional or its equivalent.
c.) Experience – Three (3) years of relevant experience related to Local Treasury job.
d.) Training – Sixteen (16) hours of relevant training

SECTION 3: Functions and Responsibilities.-
a.) Assist the Head of Office in the preparation of annual plans and programs of the office for any budget year and be necessary adjustment / revisions thereon based on approved budgets.
b.) Prepare training design for and conduct of employees development and training program particularly on specialized programs affecting local treasury operations in coordination with higher authorities.
c.) Act as disbursing Officer in the Municipal Treasurer’s Office.
d.) To receive and consolidate daily collections from collecting clerks and daily remittance to the Municipal Treasurer.
e.) Check all supporting papers and documents attach to vouchers and payrolls as to its correctness and legality before payment is made and submit the same to the Municipal Treasurer.
f.) Prepare report and answer correspondence.
g.) Assist the Municipal Treasurer in the supervision of Treasury personnel.
h.) Exercise such other powers and perform other functions and duties as maybe prescribed by law or ordinance.

SECTION 4: Salary and Grade.- This position is in Grade 22 which is an Assistant
Head of office and whose salary and allowances are wholly paid by local funds of the LGU

SECTION 5: Appointment.– The appointing authority of the position of LTOO-IV is
the Local Chief Executive.

SECTION 6: Effectivity.- This ordinance shall take effect upon approval.
