AN ORDINANCE ADOPTING A STEP INCREMENT FOR ALL CASUAL EMPLOYEES IN THE LOCAL GOVERNMENT UNIT OF MARIBOJOC, BOHOL.

WHEREAS, the LGU-Maribojoc, Bohol has hired casual employees for the past many years to assist the regular employees in the respective offices of the Local Government of Maribojoc, Bohol;
WHEREAS, some of the casual employees are hired by the local government for more than fifteen years, ten (10) years, below ten years and below five years;
WHEREAS, to give fairness to all casual employees, the local government must adopt a step increment for the daily wage of the casual employees;
WHEREAS, the salaries of the officials and regular employees of the LGU-Maribojoc have followed the step increment basis to give fairness to the employees as to the number of years experience in the service;
WHEREAS, it is high time for the LGU-Maribojoc to adopt the same scheme and procedures for the daily wages of the casual employees;
WHEREFORE be it resolved by the Sangguniang Bayan in their session duly assembled;
BE IT ORDIANED by the Sangguniang Bayan of Maribojoc, Bohol, that:
SECTION 1: Definition of Terms:
a. step – a degree of progress, a pace
b. increment – an increase, augmentation
c. casual – occasional, incidental, not permanent
d. employees – one who works for salary or wages
SECTION 2: There shall be a step increment to be adopted for causal employee as the basis to determine the daily wage rate to be received by employees;
SECTION 3: The step increment to be adopted shall be for every three (3) years experience for one (1) step schedule of salary;
SECTION 4: Herewith are the step increment to be followed:

Step 1 – 2004 – 2006 – 3 years & below
Step 2 – 2001 – 2003 – 6 years
Step 3 – 1998 – 2000 – 9 years
Step 4 – 1995 – 1997 – 12 years
Step 5 – 1992 – 1994 – 15 years
Step 6 – 1989 – 1991 – 18 years
Step 7 – 1986 – 1988 – 21 years
Step 8 – 1983 – 1985 – 24 years
SECTION 5: Daily Wage Rate: Monthly Rate
Step 1 – P155.00 – P3,410.00
Step 2 – 158.00 – 3,476.00
Step 3 – 161.00 – 3,542.00
Step 4 – 165.00 – 3,630.00
Step 5 – 168.00 – 3,696.00
Step 6 – 171.00 – 3,762.00
Step 7 – 174.00 – 3,828.00
Step 8 – 177.00 – 3,894.00
Note: The total of the daily wages receive by a casual employee for the month not to exceed the monthly salary of the lowest paid regular employee.
SECTION 6: Provisions to be followed in the implementation.
a. The Human Resource Management Assistant of the LGU-Maribojoc with the help of the Department Head of every department shall compute the number of year experience to determined the step increment of their respective casual employees so that the correct daily rate will be established for the employees.
b. After the assessment for the salaries of the employees, a complete listing of employees will be furnished to the Municipal Treasurer’s Office, Budget Office, Accounting Office, Mayor’s Office and Sangguniang Bayan Office for information and guidance.
c. The employees who are scheduled to receive the Step 6, 7 & 8 daily rate will still receive Step 5 rate however when the regular employees will be increased in its salary automatically they will receive Step 6, 7 or 8 schedule.
SECTION 7: Casual employees hired as technical men or skilled workers in the MPDC Office and Engineer’s Office whose salaries are based on the ordinance for skilled workers shall continue to draw their salaries per provisions of the ordinance.
SECTION 8: The casual employees hired as laborers which are charged to project funds shall receive their daily rate based on the Step 1 in this ordinance.
SECTION 9: Repealing Clause: Any existing ordinance or provision of any ordinance inconsistent herewith is hereby deemed modified, amended or repealed.
SECTION 10: Effectivity: This ordinance shall take effect upon approval and shall be retroactive for the month of January, 2007.
