AN ORDINANCE ADOPTING A “PLANTILLA OF CASUAL” ON THE APPOINTMENT OF CASUAL EMPLOYEES IN THE LOCAL GOVERNMENT UNIT OF MARIBOJOC, BOHOL.

Preliminary Notes

WHEREAS, the LGU-Maribojoc, Bohol has hired casual employees in job order basis;

WHEREAS, these casual employees have not enjoyed benefits and privileges as received by the regular appointed officials and employees;

WHEREAS, these casual employees have served the Local Government Unit for more than five (5) years but they are only receiving meager wages for their services;

WHEREAS, these casual employees are performing office functions, hence the ought to be given higher compensation;

WHEREAS, in order to avail the benefits as enjoyed by the regular employees, there is a need to raise up their status of employment by issuing them a “Plantilla of Casual” status to avail these privileges;

WHEREFORE, be it ordained by the Sangguniang Bayan of Maribojoc, Bohol that:

SECTION 1. Definition of Terms.-

a) Plantilla – list of employees duly appointed by the Local Chief Executive with an imprimatur of the Civil Service Commission and duly approved by the Department of Budget and Management.

b) Five (5) years – number of years of service at the end of December 30, 2004 from the time of his/her first day of service.

SECTION 2. There shall be guidelines to be followed on the appointment of “Plantilla of Casual” status in the LGU-Maribojoc, Bohol.

SECTION 3. There shall be a Screening Committee to be composed by the following to wit:

a) Chairman of the Committee – Human Resource Officer

b) Member:
 SB Chairman – Committee on Labor & Employment
 SB Chairman – Committee on Education
 Head of Office – The concern employee
 President – Municipal Employees Association

SECTION 4. The Screening Committee shall recommend to the appointing authority of the deserving employees to be appointed in the “Plantilla of Casual”.

SECTION 5. Hereunder are the guidelines to qualify for the “Plantilla of Casual” in the respective offices, to wit:

a) A casual employee has served in the LGU-Maribojoc for at least five (5) consecutive years or 60 months at the end of December 30, 2004.

b) He/She must be a college degree holder of any college diploma or at least with 72 units in college.

c) Has a good performance of his/her duties and responsibilities as cetified by the Head of Office.

d) That the job assigned to him/her is badly needed for the operation of said Office.

e) The casual employee to be appointed in the “Plantilla of Casual” shall submit a transcript of records (Xerox copy) or a Diploma (Xerox copy) from the school he/she graduated for record purposes.

f) That the total number of “Plantilla of Casual” employees shall not exceed thirty (30) employees for the entire LGU.

SECTION 6. Separability Clause. – Any provisions or parts of this ordinance which are inconsistent to the National Law or Order shall not declare the entire ordinance null and void.

SECTION 7. Effectivity. – This ordinance shall take effect upon approval of the Regional Office No. VII of the Department of Budget and Management (DBM), Cebu City.
